Congress currently has little incentive to ensure the solvency of Social Security, because it has its own lavish retirement program. It also possesses its own health care program.

If members of Congress were affected by any legislation they pass, they would have more incentive to act in the public's best interest. They are, after all, American citizens and not above the law.
