Congress should get paid by commission on work that actually gets done.

Everyone is looking for spending cuts. And the biggest waste of money in the public's eye is congressional paychecks that are being earned by wasting time, saying no, denying votes to come to the floor, spending time making pointless speeches, hurling insults at each other, holding grudges, and an inability to compromise to accomplish what needs to be done. Force them to work for their money. Change the way they get paid so that they are encouraged to work together and get the job done.
