Congress will pass legislation that requires Congress to pass a complete budget before any represenative may be paid.

That Congress shall pass legislation requiring Congress to pass a budget as the first order of business for each Congress. And that no Senator, Represenative or their respective staffs shall recieve any compensation until said budget is passed by both houses of Congress. Further, that there will be no retroactive payments of compensation to Senators, Represenatives or their staffs.
