Congressional Authority to Go To War Against ISIS

That if the policy of the Obama Administration is to conduct War Operations Against ISIS,

Than,

The President should seek a Declaration from the Congress granting Constitutional Authority for such War Operations

So that the People, through their Elected Representatives and Senators, may be Heard,

And that the Consent of the Governed Be Sought and Granted.
