A mastery of certain skills and knowledge should be required of those serving on committees. Policy makers should be the most informed and well educated on a subject for which they legislate. Those chosen by the "most powerful" are not those that are qualified or have a grasp and working knowledge of a subject. Our Congressional policy choices speak for themselves.
