Congressional Joint Oversight Budgeting Solution (JOBS) Act

Congress and the President shall implement a two year budget cycle the first year after the passage of this act.

Year One Congress shall pass a budget and appropriations for each agency.

Year Two Congress shall hold oversight hearings to the effectiveness of the programs funded in year one of the budget process.

Should congress fail to pass a budget and make appropriations in year one or oversight hearings in year two, Congress shall not receive Congressional pay until such time as a the above are completed.

Congress shall not be eligible for any pay increases until both the House and Senate have passed a balanced budget.

Should Congress fail to the above for two consecutive cycles (four years) each member of Congress shall not be eligible to stand for reelection.
