Congress shall not receive a pay raise nor additional benefits unless approved by a simple majority vote of the citizens of the United Stated of America. Such a vote shall only happen in a year when the United States of America is voting for a president.
The pay raise and/or additional benefits shall take effect no sooner than the first day of a new Congressional Session after the approval vote. Congress shall not make any pay raises retroactive nor start any other time other than the first day of a Congressional Session after a presidential election.
If Congress gets approval for a pay raise and/or additional benefits they must give at least the same raise and/or benefits to every other government employee other than those that are required to be confirmed by the Senate.
