From a national poll conducted every October 1, if Congress' approval rating is less than 33%, each Congressman's salary and office budget for the entire year shall be reduced by 33%. Reimbursements to the Treasury shall be made if necessary. The poll applies to Congress as a whole and not individual members. In the following year, salaries and budgets shall return to their previous levels.
