Being it necessary to secure The Rights of Citizens hereby Amend to The United States Constitution
Amendment XXVIII.
Congress cannot enforce, ratify or repeal a Law from The United States Constitution without first consulting the citizens of the several States through the voting process. Congress cannot pass any Bill, Act or Law without first consulting the citizens of several States through the voting process. Congress must make the language of the voting process easy to understand so that the everyday citizen may understand how to cast a vote. Language of the voting process must not be construed to mislead the voting process and all language used within the voting process must be honest. States and the citizens of the several States shall have the power to enforce this legislation.
