Congressional Reform Act - Reform Congress to enforce resposibility and penalties for inaction on vital topics.

- Set career limits at a maximum of 30 years, or age 79, whichever is first
- All mbrs will contribute to the Social Security program 6.2% of salary up to the current year taxable maximum
- Anyone w/ a gross income over 3x the taxable base for Social Security are ineligible for a Congressional Retirement Plan
- Base pay will rise by either CPI or 3%, whichever is lower, except if US deficit is more than 3% GDP: 10% pay cut, no raises, must assemble each week, & cannot be re-elected
- Congessional health care will follow the Health Care Reform Act
- Follow art I, sec 6 of the Constitution
- Active members are barred from investing, owning stock, & associating w/ corporations
- Amend art I, sec 2 & 3 of the Constitution, setting term limits
