Require it be Federal Law that all Congressional districts be soley based on equal squred milage of the state. No longer based on favored districts provided by the party in office in order to maintain power, in addition we the people should be provided a secondary congress that may be inacted when the primary congress is in unbreakable gridlock. We need to make our countries systems of operation that keep us as the the number one country on the planet viable for the people regardless of who is in office.
