Congressional salary should be linked to U.S. Gross Domestic Product.

Congressional member salaries are independent of the wealth of the nation. By linking salaries to the Gross National Product, they will be encouraged to benefit the people of the United States with the consequence if the GDP, currently at 3.1% decreases, their salaries decrease by the same percentage. If the economy grows, so do their salaries by the same percentage.
