Congressional Vote of No Confidence: Special Elections to vote out ineffective congressmen and women

Congress ineffective? Fed up with lame duck politics and bickering on the hill? Let it be established that our elected leaders be accountable all the times not just when they are up for reelection. We have a weak recall system but a strong vote of no confidence where the people of the United States, in a special election, at any time, could vote out their congressman/woman is just the thing congress needs to come together and work for the people. An election could be called by POTUS for all of congress, the constituents of a single district or state of an incumbent by petition, or by 2/3d vote of either house of congress on member(s) of their own chamber.
