Densely populated hot climates like the Dallas, Houston, San Antonio triangle require massive energy resources per capita for comfort. The Front Range urban corridor and the south and east plains of Colorado are relatively milder and require less energy per capita. Interstate highways are the time tested migratory utilities. Gently encouraging northern migration from the dense 25M person Texas into the 5M "open spaces" of Colorado over the next 100 years could be accomplished by an interstate highway. Finally, just as it seemed right in the railroad building days to largely employ disenfranchised laborers looking for a hand up, it is suggested that a certain percentage of the massive labor input here required be from the ranks of the unemployed and the never employed.
