I petition to conscript all citizens into a civil service with Mil Spec testing/ranking structures with 2 to 4 year rotation duty station as an employment work force with military standards. To absorb all civilians into a civil service. To quarterly train/retrain all personnel. All personnel will have assignments with international civil service personnel as a global work force. All personnel will occupy civilian population during work and off duty status is 24/7 stand-by pay-grade. All civil service personnel will have mandatory 2yr duty station rotations, each 2yr duty station is mandatory distance of 500+ to 1,000+ miles apart, all duty stations will be new unfamiliar fellow uncommissioned and commissioned civil service personnel. Induction starts at age of 3yrs old via academia.
