Consider a 3 to 5 year prison term for anyone leaving a child trapped in a car during severe winter or summer conditions

Anyone that has left a child trapped in a car during summer or winter conditions do a mandatory three to five years in prison. And parenting classes upon release but only if the child is found unharmed and alive. If the child is found dead the person responsible for the child or children in the car be charged with premeditated murder and/or murder in the second degree.
