The U.S. Air Force recently rejected a bid by Hawker Beechcraft, an American company, to build new trainer aircraft and instead awarded the project to Embrear, a foreign company. The United States government should have a Buy American requirement for procuring national defense assets just as federal agencies require Buy American provisions when they issue grants.
This decision should sound familiar because the USAF tried to award a tanker project to another foreign based company, Airbus, that also receives government subsidies. Boeing, an American company, finally prevailed but the lesson evidently was not learned...don't outsource our national defense.
The President is currently promoting an economic development concept of "insourcing", which should be applied in this scenario.
