The intent is to place Congress - in 21 years - on a budget that discourages extra spending, and minimize the inconvenience of transitioning to that process.
On passage:
1. Any Congress authorized expenditure, regardless of source or recipient will have 5% placed into a "Future Budget Fund" (FBF)
2. At the end of 20 years, the FBF is the source of Congressional appropriations for the 21st year.
3. From that time forward, Congress can only spend the previous year's collected revenue
4. If a member of Congress votes to exceed the budget, s/he will be ineligible for political office for one year after their current term
5. The budget may be exceeded while a Congress declared war on a foreign sovereign nation is in effect. The "ineligible" clause above is not in effect during this period.
