Consider forcing the State of California to repeal its ban on assault weapons and high capacity magazines

Since 1989, California had a ban on assault weapons that were getting more strict as time passed in response to the Cleveland School Shooting. The perpetrator had mental problems, like most recent mass shooters.
Instead of addressing mental problems, legislators were fixated on banning weapons similar to those used by the above-mentioned shooter.In 1994, a similar ban was passed for all 50 states. Studies shown that the Federal Assault Weapons Ban shown minimal, if no dent, in crime, and was allowed to expire in 2004. California's ban, however, is still in effect and it is also proven to be a failure, most notably in 2009 when a felon used a rifle with an already criminalized 30 round magazine to kill 2 Oakland police officers and two more earlier on the same day.
