Petitions to pardon now convicted Whistleblower PFC Bradley manning have been refused consideration because of an executive rule that allows "The White House to refuse to comment on matters that are within the jurisdiction of another Federal agency." We submit that as Commander in Chief the president is among other things head of the Military Justice system and not an independent entity this is in fact the part of this system mentioned albeit implicitly by the Constitution.
