Consider a national rail initiative that would greatly expand rail for human transportation and for cargo as well

Since it is generally much cheaper to transport goods via rail than 18 wheeler, why not build rail transfer stations in many more locations to offset the need for so many trucks on the highways to lessen the wear and tear on the roads, to prevent many more fatalities and last but not least to employ a large number of citizens building new railways and employing thousands more in the new transfer stations and also for the railroads.
