Consider a new option for citizens to directly contribute funds for the Federal Programs of their choosing.

It's no secret that the Govt finds it difficult to balance our budget and still ensure that funding for public services is not cut so far that the services become wholly ineffectual. Suggesting an option where citizens can add a % or $ amount of their wages to the agencies of their choosing. E.g., a person may feel that Education sorely lacks funding so they choose to have $5 from each pay check go directly to Education spending. Perhaps in return this person can receive detailed info on how this extra $ is being used. It's possible that there are many people given the opportunity to see their $ go directly to the services they feel are most in need would contribute. Put the power of decision making back in the hands of the individual and bypass the politics that get in the way of progress
