consider owner responsibility instead of gun controls

Consider establishing laws that make the owner of a gun legally responsible for any crime committed with his/her gun instead of banning any guns or ammo..unless the gun-owner has filed a police report claiming a gun was stolen then they would be charged as if they committed the crime personally. This might be a compromise with 2nd amendment supporters as their would be no limits on them owning firearms as long as they can properly care for said firearm
