Individuals with a non-violent history, that can provide documented evidence of substantial change in their life, should be considered for pardon. Evidence can consist of but not limited to; BA degree, 5+years of crime free lifestyle, continuous employment, etc. Or a combination of these.
Their opportunities to become responsible, productive members of society are limited to say the least.
I agree that there should be an element of struggle towards getting your life together, that these individuals need to learn a lesson, if they're of the learning variety.
Those that do push on toward a better life, who have truly learned their lesson, are stuck with outrageous fines, and the burden of a record that no longer applies to the person they've become.
