consider the petitions of states to secede as a fair exercise of free speech and not a basis for emergency powers

Signers of Petitions to secede from The United States of America must not, in any way, be targeted or black listed by the Federal Agencies of The United States of America. Until actual secession occurs, citizens who sign petitions to secede must be treated as Americans citizens exercising their just right of free speech. Further, these petitions must not be used as a basis for emergency powers or special mandates.
