4,902 United States citizens are sitting the sidelines while 3,601 non-citizens matched for tax funded medical school residency programs. I call for a tier system, a set of rules that dictate the order students must be picked for residency programs. Additionally to this tier system, doctors that are not able to enter a residency position due to the lack of, shall be afforded deference in their loan payments.
1st All United States citizens must be given equal opportunity in application for residency programs.
2nd All non-citizen students who attended United States schools, and are not obligated to return to their country.
3rd Any non-citizen who qualifies can apply for positions that are left over, not filled by the previous two tiers.
