FAL (Fire Arm License). FAL required for purchase/possession of firearms. Gun owners would visit DPS office to partake in an exam to test a person's ability to safely handle/use a firearm. A written portion testing their understanding of need to know gun laws, an eye exam to insure their ability to identify a threat, and a background check of a person’s medical/criminal history; A FAL holder's privacy will be protected, no records of their firearms will be kept, no limitations on their purchases provided they are legal, and they will not be monitored.
