When a person enters an agreement and signs their name on the dotted line they become responsible for the terms that they have agreed to, this is enforceable by law. When our Congress members sign a bill into law and later find out that there is some part of that law that is disliked by their constituents they simple say that they didn't have time to read it in full or understand it clearly. By making our Representatives state that they have read and fully understand the bill and all that it entails makes them thereby liable for the damages associated with creating and voting on such bills. By giving them the opportunity to state such a thing while being monitored for dishonesty could end some of the Pork Belly spending associated with laws that must be passed for the common good.
