The second amendment begins, "A well regulated militia being necessary to the security of a free state,"
This demands that gun owners be registered so that when the need for a militia arises, those individuals may be called into service. Each one of those individuals should be required to go through boot camp and on the job training in ethics, morals and the proper use of guns.
If the US Government did this, no ones rights would be infringed upon. They should be paid for their service when called into action.
the right of the people to keep and bear arms shall not be infringed.
