Consideration to annex the country of Mexico or the U.S. Territory of Puerto Ruco as part of the Union.

The reason why I came up with this petition is because I as a person can see opportunity in having Mexico as a state, it would bring new jobs (specifically construction) for all, grant education benefits for Mexicans, reduce problems regarding immigration, and Mexico could be split into multiple states that way it could be fair for the two senates per state policy, as for Puerto Rico it has been a territory of the U.S. for a long time and still do not have the right to vote, I feel like they should become the 51st state because they have been under the U.S. control since the American-Spanish War
