Your speech could start with:
"My fellow Americans I am not going to raise your income taxes. I am not going to lower your income taxes. I am going to eliminate your income taxes."
You would then go on to explain that you keep all of your paycheck: the monthly prebait on taxes up to the poverty level; and most importantly that taxes become almost voluntary. This is because you decide how much you pay with your buying habits. Paying taxes would be less complicated and the government would get more money.
