constitional amendment that requires congress to get the approval of the voters during an election year for a payraise

Congress must during an election year put on the voting ballot for their requested pay raise. Give the voters the right to to increase by no more than 3%. It is not approiate for them to get a pay raise when goverment employees/Veterans & Social Security get no cost of living pay raises
