CONSTITUTION AMENDMENT TO PROHIBIT STATES IN THE UNION FROM SECEDING

Former Senator James R. Doolittle (WI) proposed a constitution amendment to prohibit secession. President Lincoln believed that the government had the right to preserve the union of states for the good of the country. Therefore, Congress should propose to amendment the Constitution in the spirits of President Lincoln and Senator Doolittle as follows: "Given it is the government's right to preserve the union of states for the general welfare and good of the nation, no state or any part thereof, heretofore admitted or hereafter admitted into the Union, shall have the power to withdraw from the jurisdiction of the United States. During any period of secession all governmental entitlements, services and aid, are to be curtailed to the citizens of such until a time when the secession ceases
