Constitutional admendment to force the legislative and executive branches to pass a balanced budget.

Congress shall pass and the President shall sign a balanced federal budget no less than 90 days prior to the expiration of the current year budget. The budget shall fully fund Defense, Homeland Security, Justice, and Social Security before any other appropriation is considered. No State Specific projects. commonly referred to pork, shall be considered until other government functions are fully funded. IN NO CASE SHALL ANY APPROPRIATION CAUSE THE FEDERAL BUDGET TO EXCEED THE ACTUAL REVENUE.

IF A BUDGET IS NOT PASSED AND SIGNED PRIOR TO THE 90 DAY DEADLINE ALL MEMBERS OF CONGRESS AND THE EXECUTIVE BRANCE SHALL BE FINED $1000 PER DAY UNTIL SUCH BILL IS SIGNED. THE PROCEED FROM THE FINE WILL BE DEPOSITED INTO THE NATIONAL TREASURY.
