As we have had 5 presidents win the electoral college yet lose the populous vote (2 in the past 5 elections), in the event of this occurrence, this article enacts a vote of no confidence on the presumed day of inauguration, January 20th of the following year. If the president-elect receives more votes of no confidence than his/her populous vote, a re-election will occur the following year on Election Day, November 8. In the meantime, the previous president will sit for one more year. Note this does not conflict with Article 22, as the previous president technically isn't re-elected; just elongates his/her administration by one year (January 20 to the following November 8).
