A constitutional amendment - congress shall not subvert or co-opt the people's charities

Government, being incapable of charity's necessary love, shall not subvert or co-opt the people's charity, or create anything that may be construed as a charity. But instead, it may only enable and support those private charities that clearly PROMOTE the general welfare, not CONTROL the general welfare.
