When Congress becomes unable to pass a given bill due
to an equal number of "yes" and "No" votes within seventy two (72) hours, the President or Vice President in the Presiden's absence shall issue a "Declaration of
Congressional Deadlock" to the congress and media.
The President shall then have disposition to either sign into law or vetoe the penfing bill. The Vice President in the event of the Presiden'ts abscence shall inform either
the President or any member of his Cabinet that a Deadlock is in progress and then send to the congress and media, a declaration of deadlock and place a record of the bill in the presiden't "Pending Bill" records.
The congress shall then proceed to the next bill for
consideration.
