Constitutional Amendment for Entitlement Reform

Give full public support for a constitutional amendment that the Federal Government cannot levy taxes, fees, or mandates for any government program not related directly to the military or national security on individuals that do not formally request access to such programs and that such programs must be paid for by people who provide such request for those services into a fund that can be only used for that purpose. This shall relate to any government run program for health care, retirement, housing, education, unemployment, financial assistance, or any other program deemed necessary by law. Donations can be accepted to any fund from any individual or entity reguardless if they request access to such program or not. Such donation shall provide for a tax deduction.
