A life conceived by U.S. Citizens on any soil is an U.S. citizen. A life born on U.S. soil is considered an U.S. citizen. A U.S. citizen born on any soil is a U.S. citizen.
The Supreme Court Decision in Roe V. Wade was made based on the absence of Scientific evidence that the unborn were considered live human beings. That evidence has changed.
