The privacy of communication is a cornerstone right of our society. The Internet is now a common means of accomplishing communications. Communications on the Internet are subject to various forms of surveillance. The primary means of protecting communications transmitted via the internet is Encryption. The use of Encryption to secure the privacy of communications transmitted via the Internet is for some controversial and various means are proposed to limit its use. The right by law abiding citizens to use Encryption must therefore be secured. Therefore, this Amendment is proposed:
A well regulated Internet, being necessary to the security of a free State, the right of the people to keep and use Encryption, shall not be infringed.
