A Constitutional Amendment that only allows for pay raises if the budget is Balanced.

This constitutional amendment would require congressmen, senators as well as the president of the United States to fulfill their obligation to us, the citizens of the United States by only allowing them to receive raises when and if the budget is balanced. The raise, when allowed, should not exceed 2.5% per year.
