Constitutional Amendment to recall every Representative and Senator from every state if a balanced budget not passed.

It is clear that there is a lack of checks and balances with the Congresses budgetary and debt duties, therefore this requires the voter to place someone which will do their duties. If Congress can not pass a balance budget at a set time every year, every Senator and Representative will be instantaneously recalled with no option to be reelected back into office. Government will not close during this time, an automatic continuance of the currently enacted budget, with all taxes raised 10% and sequester of 10% of all expenses equally as needed in order to balance the budget, until one month after Congress is brought back into secession or a budget is agreed upon.
