A balanced-budget amendment is a constitutional rule requiring that the USA cannot spend more than its income. It requires a balance between the projected receipts and expenditures of the government.

Balanced-budget provisions have already been added to the constitutions of most U.S. states, and several other countries including Germany, Spain, Italy and Switzerland. Allow balanced-budget provisions that make an exception for times of war, national emergency, or recession, and/or allow the legislature to suspend the rule by a super-majority vote.

The United States Constitution Amendment must define a controlled growth model to control government expansion of control. The US Congress must pass a balanced budget every year and any budget surplus must be paid directly to the national debt.
