Senators and Representatives shall perform, on time, a basic fiscal duty. Congress must pass a complete federal budget on time. The annual federal budget for the fiscal year (October 1 to September 30), shall be adopted not later than 30 days prior to the beginning of the fiscal year. Each day there is no properly adopted annual fiscal year budget there shall be no pay, no benefits, no expense reimbursement for any purpose for any member of Congress nor any member of their staff. All employees affected by this amendment who wish to continue their health care shall be personally responsible for the entire cost, just as common citizens are under COBRA. Continuing resolutions are hereby prohibited. Stop feuding like immature 10 year olds on an unsupervised elementary school playground.
