A constitutional ammendment that any law that Congress makes for the citizenry apply equally to members of Congress.

Ammend the Constitution with a new ammendment stating that, "Congress shall make no law for themselves that does not also equally apply to the citizens of the United States. Also, Congress shall make no law that applies to the citizens of the United States that does not also equally apply to members of Congress."
