Constitutional Ammendment to prevent Conflict of Interest

The Obama administration shall spearhead an initiative to amend the constitution of the United States to prevent conflicts of interest in all areas of government.
No employee of government and no organization of government shall materially benefit from actions taken as that entity.
Examples of conflicts of interest would be a congressman accepting campaign donations in exchange for supporting legislation favorable to a particular industry or a state police department collecting fines for infractions that it enforces.
