A Constitutional Convention for an amendment directly addressing the right of political entities to Secede.

The Federal Government rests on its laurels too easily; that is a part of our present problem. I propose a Constitutional Convention to write an amendment that addresses the natural right of those who acede to join a free and natural association, the right of withdrawing from said free and natural association. While this is "covered" by the 9th and 10th Amendments, I believe the Federal Monstrosity has forgotten it's purpose, trampled upon the Constitution, and a new Declaration of Independence is needed.
