First phase would involve analysis. Determine required BTUs, energy requirements, etc. I suggest a combination of Geothermal and solar, but we must defer final solution to the engineers.
Phase 2 would be construction of power plant.
Phase 3 would be consturction of air conditioner.
This shouldn't be too hard, as all of these technologies already existed and the problem really comes down to a matter of scale.
