Construct an Interstate Water Pipeline System Using the Routes of the Interstate Highway System

Some regions of the country are experiencing droughts while other regions may be dealing with flooding. It would be good to construct pipelines to carry water from areas with too much to areas and reservoirs with too little. The existing interstate highway system medians and rights of way could be used. The pipelines could pump 24/7 and make a huge impact for agriculture, wildlife, and communities that need water. There is no need to buy property for the pipelines; it's already the highway system. And if there are spills, IT'S ONLY WATER.
