Construct one million 6 megawatt wind turbines over the next 10 years to finance the Federal Government and pay off debt

By constructing one million of Siemen's six megawatt wind turbines as a source of energy sold to industry by the US Government as a source of income that same Government can not only pay off all debt including the borrowing of such funds necessary to finance the project, but build a two hundred trillion dollar income over the next twenty years - and repeated over the next century - that will allow the financing of large projects that would otherwise be impossible to finance in a perpetual-fail economy.
At a Turbine cost of 25 million dollars - the all up funding required being 25 trillion dollars with an estimated 4 million dollars individual turbine maintenance annually. There is sufficient income from the sale of electricity to achieve a good income windfall.
